Hi,
When we use "_blank" for Target in a static menu, it creates a new tab; but it creates a new window in IE7. What can we do to create a new tab in IE7, instead of a window?

Not a CodeCharge issue, neither a php issue.
That's a browsers configuration. Your IE7 is configured to "always open in new window". There's nothing you can do in the server side. It's a user's preference setting.
