Why CCS keeps changing IE script debugging settings

This is quite annoying. Every time CCS is started, it changes the IE script debugging setting in the IE options tab under Advance property. To be specific the "Disable script debugging (other)" is checked at CCS startup.

This prevents me from breaking into script debugger.

Is there a flag or a registry settings to prevent this.
