Hi all, i've also registered this bug with support. But until they fix it, everyone should be aware of it.
This is a super annoying bug that has got me a few times.
On a page with many panels, CCS has a habit of creating duplicate panel names if say a panel is nested inside another panel or grid. its like it doesn't see the parent already has a panel with the same name. when two panels with the same id happen to be visible at the same time, my php app just does nothing. blank screen. no error log. nothing. was only able to fix it by remembering a similar thing happening a few months ago. As a habit now i rename all my panels as soon as i make them to some random name like Panel_jkadfh47.
This workaround solves the problem.
