I received this every once in a while - when publishing I get the message:
This action cannot be completed because the other program is busy. Choose 'Switch To' to activate the busy program and correct the problem
I get buttons to 'Switch to' and 'Retry' - when I click on 'Switch To' the Start Menu appears, but doesn't fix it - the other button loops back to the message.
The only way to to reset this issue, is to restart my computer..
** I have the checkbox under tools\Options\General\:
'Close the FTP Upload dialog box when uploading is completed'
XP Pro , CCS 4.3.00.7676
Anyone else encounter this and have a fix.

Probably the most common cause of this is using Active vs Passive mode
when publishing. Under your publishing settings, make sure Passive Mode
is checked. Most hosting providers will use Passive mode.
Another cause, of course, would be a flaky connection to the host (bad
or slow internet).

Perhats, but not in this case...
This issue can occur both with FTP and/or local/network..
and both for IIS(asp.net c#) and apache(php) for me..
Since ver. 3.2 to this last version..(4.3.xx)
It's not every time this happends, but still and issue.. cos' i'll need to restart my computer when it happends..
(today it happend twice.)
But you think it's something about the connection ??
- This have also happend before working local (web server on the same pc)
Today, I'm working on my local network.. (Develop: win XP, server: win 2003 server IIS(c#)
