Why do you not use the built-in security features in CCS?

It is a record form that insert data into database. It is a transaction form for an account pettycash payment voucher. All I want to do is to validate so that the person collecting the money can use his password as a signature to collect their money. the system will check to see if the PASSWORD matches the PAYEE ID in the database. I have three major fields (PASSWORD, PAYEE_ID, AMOUNT PAID). I want When the Account clerk select the Payee and The Payee enters his/her password, The system will lookup the database and

IF the payee.password.value <> payee.payee_id.value THEN
the ERROR ( The Password and Payee information does not Match)
ELSE
Insert.
