I have an upload form that is working fine with any browser on a mac OSX or XP with IE6/firefox/chrome but if IE7 or above is installed and the os patched upto date the upload does not work. any ideas?

Jeff there are no issues to report here with file uploads, using Win7
and IE8.
The file upload feature in CCS is a server-side event, therefore it
shouldn't matter which browser is used. Do you have custom javascript
on your page?

No there is no custom java script on the page. I do have a java tree that is being used? and the server is a linnux based server (the first time I have used a linux based server). and it works fine from older XP systems and any mac system? any ideas you might have would be welcomed. I could give you an ID on the system to see for your self how it is behaving if you like. Thanks in advance for any light you can shed on this issue.

It's not the type of system you're submitting from nor the type of
system that you're submitting to that matters, it's the browser and
version that matters.
I suspect that the javascript tree menu being used on the page is not
playing nicely with IE7+, thus not returning control back to the page
properly. Disable the javascript tree menu for the page, test and if if
my hunch is correct.

Well I took out the java code for the tree menu and it still does the same thing. will not upload on newer windows systems. any other ideas on this one?

create a new blank page with only a file upload component on it and test. if it works add the menu in (eg you already worked back so lets work forward from scratch) and retest.
i agree with datadoit the file upload is not dependant on your browser so some other element on your page is causing an issue...

Have rebuilt the page without the Javascript and it seems to work. Now trying to put the javascript back on the page to see what happens.

Are you using CodeCharge generated javascript, or some external toolset?

I am using java generated with the codecharge tools java tree component. It is a plugin to codecharge.

The form encoding has to be enctype="multipart/form-data" for file uploads to work.
You can print_r($_FILE) to see if the file is uploaded
You can download wireshark, a very capable and free protocol analyzer to see what the page is actually posting (or isn't). (wireshark.com)
Maybe the button <input type='submit'> is not 'submit' (e.g., it's 'button' instead, which will not submit the form.
