I'm not quite sure i understand fully, but to create a hyperlink using the link tool in toolbox do the following:
1. Enter "Design" mode from CCS.Make sure your cursor is between your header and footer params, if you have headers and footers.
2. Seleect the Forms Tab from your Toolbox.
3. Select the "Add Link" option.
4. It should automatically display a link on your design page. It will probably say Link1 or something similar.
5. Go to Properties, Data.
6. Fill-out params that you want. Tip: Fill-out the Default sectin with your link caption such as "Home".
There should not be any OK or CANCEL button.
That should be all there is to it.
One thing you might try doing if its still not working is to clear our your browser cache and restart CCS.

URL: Specify the location of the resource to be linked to
Target Frame: If using frames, enter the name of the frame where you want the linked resource to be opened.
Bookmark: If want the link to also serve as a named anchor, enter a unique name to identify it.
Text: This is the text the user will see and click on.

Rhino,
I encountered the same problem and discovered that the buttons are actually there. The problem is that they are cut off and you can barely see the top of each button.
I submitted a bug and screen shot to support this afternoon.
If you look hard you should be able to see the button's top and click on the ok to add a link.
Hope this help until support resolves the problem.

Thank you, as I said it wasn't a big deal as you can work around it but I thought something was wrong there, strange how no one (that I have seen) has reported this one before.
