Are you sure you want to create icons? Icons are used by Window programs.
Websites use gif's or png files for buttons. I suppose you could also use jpeg.
To create icons you need an icon editor. Is this what you want?

For .ico files there's a progam called IconEdit32 which seems to work very well.
All I know from the Help-About screen is it's version 1.0.0.0, First appeared in PC Magazine US Edition March 21,2000

Ok, those aren't icons, they're bitmap buttons so you want a bitmap editor.
