MySQL duplicate entry error even though there is no duplicate entry

Debug: query = INSERT INTO tmp_Comp(personCode,Date,firstName,lastName) VALUES('100871','1960-07-10T00:00:00.0Z','Ibrahim','Mhina')
Error:Database Error: Duplicate entry '100871' for key 'PRIMARY'
Please any one know this problem please help me,
I hava upload excel(csv) file and then i want to insert into the table tmp_comp, it bring above duplicate entry for the primary key, and the personCode is not auto_increment number.
