In CC i was able to specify that an html template not get rebuilt when i regenerated a page. Can i do this in CCS?

You can modify HTML template in CCS application. You can use either design mode or HTML tab. Changes you make to the template will not be overwritten.

You can even modify HTML template file (located in your project directory) with other application and publish using CCS.
