Update 8/9/2016: Excel Workbooks may not open after installing MS16-088
Issue
The Excel team has made a change in the behavior of certain file types to increase security. This change came in the security updates KB3115262, KB3170008, and KB3115322. Previously, when you tried to open an HTML or XLA file with an .XLS file extension from an untrusted location, Excel would warn about the mismatch between the file extension and content, but would still open the workbook without Protected View security. After the security updates Excel no longer will open the workbook because these files are not compatible with Protected View and there is no warning or other indication it was not opened
Status
An Office update has been released for all supported, impacted versions of Microsoft Office. The WSUS capability to push these updates will be provided this week of August 15.

I can confirm this. No warning just blank Excel Screen.
There is a security setting in Excel that might change this:
Excel Options - Trust Center - Trust Center Settings - Protected View
Try to change the "Enable Protected View for files originating from the Internet"

MaFi, what happens if you instead of just opening, you Save As .xls, then open?

Yep - had a client upgrade end of July to Office 2016 and found this.
Files with XLSX will at least show an error (but not open)
Save and open didn't work as it checked the file and it wasn't a ""real" XLS. File so the blank sheet appeared.
Trust centre was the only option.

After downloading file, right-click on it and check the box "Unblock" (at lower right corner of the panel).
The file will load okay thereafter.

on Aug 9th Microsoft released Fixes
once installed:
Excel 2010 silently blocks the loading of untrusted HTML files. This issue occurs after you install MS16-088: Description of the security update for Excel 2010: July 12, 2016 (KB3115322). After you install this new update, Excel 2010 will open HTML documents (even if they're renamed as .xls files) in protected view instead of silently failing.

If any one is interested in creating a pure xlsx download and doesn't mind getting a little old school, here is a perl cgi example that produces an authentic Excel 2007. http://search.cpan.org/~jmcnamara/Excel-Writer-XLSX/lib...Example:_cgi.pl
Including multiple sheets, merged cells, charts, formulas , well not all in that example but the module it uses can.
