Can only run CCS by blocking it in the firewall.

Blocking it in the firewall is not a bad idea - since there isn't a reason (at this time) to be concerned with updates.

I don't know what version you are using, i'm still on 4.3 but, mine works fine if i
a) disable auto-complete
b)disable check for updates on launch

After blocking CCS in the firewall, did you apply rbaldwin's suggestion?:
a) Disable auto-complete.
b) Disable check for updates on launch.
After apply the previous to CCS settings, unblock CCS from the firewall.
Is CCS working fine for you now?

As soon as the server gets back on line, all is just fine..Blocking it from internet access when the server is down allows you to use CCS as per normal.
