 German umlauts in CCS5 displayed incorrectly

Problem:
When I open a file in CCS5, no matter if html or asp, the German umlauts are displayed incorrectly in the editor window of the CCS5, eg "ü" as "ü".
When saved, these changes would then be permanently applied to the file.
But if I close the view of the file in the editor without saving it and opening it repeatedly, the umlauts are displayed correctly, ie "ü" as "ü" (but that does not always work that way).
Since I have projects with a lot of html and asp files (including corresponding * events.asp files), that's a problem.

CCS5 Settings:
- Locales & Encodings:
-- File Endcoding: Unicode (UTF-8)
-- Default HTML Encoding: Unicode (UTF-8)
-- Site Locales: German (Default)
--- Edit...:
---- Country: (none)
---- Country Formats: Germany
---- Output Encoding: Unicode (UTFS-8)

html files:
<meta http-equiv="content-type" content="text/html; charset=utf-8">
