I Build an access application with forms and reports and want to make it accessible via the web. but when I publish it, I can not see the forms.

Noel,
do you mean that page loading without any errors but you see just blank page.
In case you're using ASP+Templates and Norton Antivirus is installed on server, then the problem is most probably in Norton Antivirus, see ASPFAQ article:

It also includes link to Microsoft KB, so I hope it would be helpful.
