I upload to my secure site www.ABC.COM/secure/, my ISP then forwards any pages in the secure folder too www.secureplace.com/www.abc.com.
which one if any is my Live site URL and what does this LIVE SITE URL do?

I think that you'd use the second one (www.secureplace.com/www.abc.com) because this would be the one that you'll browse when it is uploaded...
Live site url is the address that the CSS would load the site to preview/browse it ...
