In the Netherlands I reccomend qweb (www.qweb.nl)
I pay 96 euro per year (php/1 mysql database/50mb space) The euro is about 1 dollar at the moment) Their site is in dutch so getting info might be somewhat tricky if your not dutch but you could mail them.
