How do I hide/show links in a header.css file depending on the Access Level of the user?

You can place Link into Grid Form.
CCS allows to tune security settings for Grig
Into HTML editor you remove all unnecessary code between tags
<!-- BEGIN Grid gridName --><a href="{Link1_Src}">{Link1}</a><!-- END Grid gridName -->
