In order to use ASP code, do you need to be running IIS with ASAP enabled? Isn't IIS a security risk?

As a rhetorical question, it's fine - but this is not the place for such questions. You need an education and the best thing you can do is read up on IIS from msdn.microsoft.com or elsewhere.
Numerous papers have been written - each stating some pro or con to IIS.
Out of ignorance - I understand your question.
Go somewhere else, to learn rather than muddying up these posts!
