Speaking for the php part of cc and CCS I think you are free to use and distribute, You have to be because you include it in every project you make.
Your projects wouldn't work without the classes etc. There are many php counterparts freely available on the net that do the same as the functions and classes that come with CC and CCS. It's not the code that makes CC and CCS specila it's the software that helps you apply the code.
