 How can I display Chinese character with CCStudio?

I wrote a simple program with Perl and CCStudio. The chinese characters in the web page were not displayed properly. I included the following tags in the html code:
<META http-equiv=Content-Language content=zh-cn>
<META http-equiv=Content-Type content="text/html; charset=gb2312">

It did not work. I tried it again and again, and give up.
Anybody who has met and fixed such problems please help me. Thanks.

I have also set the lang attribute of the project to "zh-cn", which is for the chinese characters. The page preview was OK, but when I viewed the live page from within CCStudio or from a browser directly, the chinese characters were not diplayed properly.

I just fixed the problem, nothing related to CCStudio. But I feel that CC Studio is not as flexible as CC. It is confusing and difficult to customize the codes generated by CCStudio. With CC, I can easily locate the code I need to do some customization. But with CC Studio, you have to rely on the code generator much more.
