I was wondering if anyone here had either a javascript routine or a way to convert to "short notation" military time.. and not the 12-hour format that is standard in MSACCESS and CCS? I'd like to be able to have the users input "0100" for 1:00:00 PM, and return the same formatting on a pageview rather than the "01:00" that the products require.

Umm... "0100" is 1:00:00 AM not PM?
That'd be "1300" for the PM n'est-ce pas?
There's no vbscript (ASP) function for miltime in my ref books, so you'll have to write your own function. Check out Hour, Minute, Second TimeSerial and Replace fumctions and you'll get there.
