Which is the best tool for changing templates in direcory "Components\Templates\HTML" ?

Probably Notepad, or any code or text editor up to an XML editor like XMLSpy.

However, possibly you could explain what you're trying to modify and why.

I preffer use Edit+ from http://www.editplus.com/
Worth to say that CCS templates is FrontPage and Dreamweaver compatible, so you can edit them there...

Because generated html code is sometimes not good for me. I look to template code and I see, that is possible change generated html code and prepare more templates. We need this. Themes is sometimes very boring.
