Is it possible to include a custom page in ccs without ccs adding code to
it.
For example i have a menu.php file with lots of javascript etc.

1) Every page has "Includable page" attribute , it should be set to "Yes"
in Page Properties.

2) Next you should include this page into another by placing "Include page"
control from Toolbox/Components.
