 CGI Error - Running CCS generated PHP scripts

The Problem
You've created a replacement CCS PHP page, with a better idea of what =
your doing :-) and it looks good in "live view". You now want to see if =
it still works through one of your browsers! All you get back is the =
following CGI Error

The specified CGI application misbehaved by not returning a complete set =
of HTTP headers. The headers it did return are:

The Solution
Clear down the "history's" of the browsers and the CGI error message =
disappears!

Questions
Has anyone experienced an similar sort of error?
Could there be a bug within the PHP code generation?

My System Environment
PHP Version 4.0.4pl1
Server API CGI
Windows 98 4.10
doc_root no value
Browsers Mozilla 1.0 & MIE 5.5
