Unable to add "action to form

I wanted to [ut a SetFocus to a textbox, like on the wizard-built "login"
form.

But, when I go to my Page, Client, OnLoad and "Add Action" properties, there
is only an empty listbox. The help files indicates that I should see one or
more actions listed (I can't add new ones). I do have "Set Focus.xml" in my
Actions/client/general folder.

What have I overlooked?
