i realised that in order for my ccs generated files to work, i must place
the .war in the <tom_cat>/webapps directory.

is this really necessary?

Hi!

No, for CCS 2.0.
You can set Site property 'Deploy webapp as' to 'unpacked'
In this case 'Server path' should point to concrete catalog.
