the file upload for php is it safe.

Can people just input the exact url to see the file without login

There are two folders, one is a "temporary" folder used during the upload
and the other is the final location for the file. The latter folder will be
unknown to the person doing the upload. If this folder is given write
access for the web server account (so the file can be moved there after it
is uploaded), but it is not part of the web site folder struture, then they
will not be able to access the file with a URL.
