 login.php damages the theme

system config
mysql 3.25
php 4.2
IIS
Windows XP Professional
Codecharge studio 2.1

i set security on the following file
http://vectorsigma/fundingjunction/manage/admindefault.php

the project root is d:\inetpub\wwwroot\fundingjunction
the login.php page is in the root folder

when i type the url mentioned at the top in the address bar of the browser
login.php comes which is expected. when i login
this is what i get in the address bar ->

anage%2Fadmindefault.php&type=notLogged&ccsForm=Login

however i can see the page admindefault.php in the browser but the DeepWater
theme i applied gets damaged. looking at the source reveals that the page is
trying to access the style.css
not from the Themes folder in the project root
but instead from d:\inetpub\wwwroot

if i remove security from the page admindefault.php it starts working
properly
and the theme works fine .

Something is messing up the paths. This didnt happen in my previous projects
any insights you guys might have would be helpful.
i have tried make a new project from scratch but it doesnt work
