ASPX Not Being Regenerated???

I have a page called Search.ASPX. When I change my page using the Design
tab, these changes are NOT beingreflect in the aspx page. Why? Are they
supposed to? Shouldn't they stay consistant if the html page is generated
from the aspx page?
