Hello,
I have several groups defined:
1 - User
2 - Author
99 - Admin
3 - Approve
4 - Approve/Route
5 - Employment
I created a guest account and assigned it to Group 5 (Employment)
The user can access any groups other than Admin(99)
I am using PHP.

Hello Frank
In your project settings -> security groups tab is the checkbox for "higher
levels inclusive of lower levels" checked ? if so the behaviour you describe
is intentional, if not somethings wrong and should be reported to support.
