how do i keep track of who and when a file is downloaded?

Will, You ask difficult questions We really need a bit of background
information to know what makes sense for you to try.
If the download is from a plain hyperlink on a page, that points to a file,
not much can be done because there is no way to intercept the "click". If
the link is from a database field, then you probably can setup the
AfterExecuteSelect event to write a log entry back to your database (a table
that you create to record these entries). If it is just a hyperlink on a
page, you could try a two-step download, where the first click takes them to
a page to confirm the download, with a link there to actually DO the
download. The confirmation page can have the logic necessary to again write
a log entry to the database.
None of these will actually "prove" the download took place or completed
succsssfully.
