 access database error

I have been trying to create websites with codecharge...On all occassions ,
I got a funny Access database engine error:

Microsoft JET Database Engine (0x80004005)
The Microsoft Jet database engine cannot open the file 'C:\Documents and
Settings\Administrator.STUDIO\Desktop\New Folder\db1.mdb'. It is already
opened exclusively by another user, or you need permission to view its data.
/codecharge/webadmin/Common.asp, line 28".

At first I thought it was just my Database/permissions but got the same
error with example files that came with code charge.
E.g. the forum example site gave the error:

Microsoft JET Database Engine (0x80004005)
Could not use ''; file already in use.
/forum/Common.asp, line 30

If anyone has come across this error & found a way round it, let me know.

This issue is most likely due to bad permissions on your MS Access files.
