Is there any way to cut and paste existing HTML code into header and footer
boxes?? I tried, but can't seem to find a Paste option!

You can use the default copy and paste short-cut keys:

copy => ctrl-c
paste => ctrl-p
cut => ctrl-x
select all => ctrl-a
