dependent listbox in php - pls help

can anybody guide me through example of dependent listbox (from
tips&tricks)?

fields in different tables of db example have the same names (id,
name), so i cannot understand this.. (i'm not a programmer)

and i need 2 listboxes, not 3

my tables are (simplified for clarity):

localizations (loc_id, loc_name)
buildings (b_id, b_loc_id, b_name)
