I got it!
23:59:59 is 23*3600+59*60+60=86399 seconds
3:17:16PM is 15:17:16=15*3600+17*60+16=55036
55036/8.6399=6369.9811=6370
Borland divided seconds since mid night by 8.6399 so they can store
timestamp in 4 decimals.
