If this tool generates JSP pages, would it support Struts, I suppose!

I'm not sure why you're making such conclusion. JSP and Struts are not the same.
CodeCharge Studio utilizes our own, extensive Java/JSP MVC framework. In the future we may support Struts.

Can we build our own Struts templates? We are considering CodeCharge Studio, but Struts is our corporate standard application framework. Can we get our own struts generating template from scratch?

I do not believe so. This could take you 6-12 months and in the meantime we're making change to the IDE.
We plan to support Struts in the future though.
