 Error while converting the "Portal" example to PHP

Im trying to publish the CCS 2.2 "Portal" example on a PHP MySQL server.

Once the code is generated and the files are published to the FTP folder CCS gives the following error:

A system error occured while saving the C:\Portal\Template.php.

unable to read/write data using "iso-8859-8-i" encodeing. It is posible that the data contains symbols which cannot be converted.
]

I tried re-installing CCS 2.2 and also restarting the computer but nothing I did solved the problem.

The "files" tab of the project has Template.asp but not Template.php (which obviosly could not be saved)

Trying the same with another language (Perl) had no problem and added Template.pm to the files tab.

any ideas?
