I have a project that wants to be tested on a domain that I do not have direct access to. If I make a copy of all of the published files (including my database) from my web server and send them to my counterpart and have him load them onto his web server...will it work?

Should work if you specify that domain in CCS Project -> Settings -> Publishing -> Server URL.
You may also need to configure the database connection (server) to connect to the database on that server.
