I am using user groups numbered 1, 2, 3, and 4 with admins at level 4 and am trying to add a new bottom level group. I tried using 0 as a level but it's appearing above group 4 which prompts my question: are higher levels determined by the order in which they are entered (which I assume is the case since they don't reorder based on groupID), or are they incremental by ascending groupID? It doesn't really seem like there's a reason for groupID if the security is determined simply by the order the groups are added. If this is the case, can I delete all groups and then add a group 0 for the new group and readd the other groups?

The order is not important. Only the higher level value (group id) is relevant.
Please note that the groups you setup in CCS are generally meaningless without the database containing users with a specific group ID. The purpose of setting groups up in CCS is only so that you can plan such groups for the future and be able to select and apply them to various pages & forms. We basically assume that your database may not yet be ready and may not yet contain the data. Otherwise we would just let users select the groups from their existing database.

That makes sense then.
Just to make sure, if I add a group with an ID of 0, it will fall below levels 1-4 and will not be able to access pages that higher level groups can access, right?
