 How do I prime a ListBox?

Hello,

I have a search form that needs to be primed with the same value that the
user had when they last visited this page. In the example below, if "Test
Project" was the selected item from the Projects ListBox the last time you
came to this page then it would be selected again when you come back to this
page on your next visit. I know I need to store the value in a cookie and
retrieve it when you come back, but I can't seem to figure out how to do
this.
