 PHP / mySQL Baltic Umlauts

Hi,

on one ove my CCS Sites i have a problem concerning baltic umlauts. The pages work fine on a baltic SuSE linux server, but not on my german Debian server. I have installed the latest (stable) versions of all software packages.

Is this a problem of CCS or mySQL or PHP or Apache? Any clues on how to solve this??
