 Multilingual website help

Hi,
anyone have ever built a multilingual website? I have one to build and i take the more infos i can. I was thinking that using Codecharge studio to do it will be a good idea. But i need a little help to get me a good starting point.

What i need to do is a multilingual website, so maybe 20-30 pages for each language and i was thinking that storing data from different langage in a database and then depending of the language chosen, the datas from the corresponding database will appears. What do you think?

How can i do that? Using which programming langage should be the best?(asp, php...)

Any help or hints will be welcome.
