 char set problem after installation of service pack 2

After installing service pack 2 in xp professional, when publishing a project - the char set for the html page remains iso-8859-1 but in the php page the char set changes to Windows-1252 with a 'cannot find server' error. My tech master is checking the server but does anyone have any ideas so we stop guessing?
