Please take a search here at the forums on WYSIWYG.
You will find some like htmlarea, FCKeditor and more.

There are two that work, that I am aware of. One is "htmledit" and the
other is "FCKedit". I don't have the URLs handy but youll have no trouble
finding them via Google. Since these are generally javascript/clientside
features, there really is no CCS-specific requirement or limitation. The
biggest headache may be cross-browser compatibility. Some will only work
with Internet Explorer, reverting to a plain textarea with other browsers.
