 Reorder a menu like MAMBO ?

Hello,
What I'mtrying to do here is to reorder a menu by using an editable grid. It is to comlicated for me to explain it in english, so, I give you an example :

Look at the admin exemple (menu management).
I know how to autosubmit forms with javascript and I know how to display arrows (up and down) instead of original checkboxes. What I did'nt understand is how to reorder all records on submit... did I use PHP or SQL (UPDATE) or the two one ? And, most important, how to do that in CCS ?

I hope that's the right place to aske this kind of question. If it's not, could anybody sugest me the right place ? Thanx.
