 Preventing Duplicate Records

I have a table of customers and when inserting a new record want the new record to be matched with the other records in the database to make sure there are not similar records. If a similar record comes up I want to present the user the option of using the existing customer or continuing with the insert of a new record. I need to be able to filter "John Smith -- 123 Some Street -- Some Town, WA 76895" as being the same person as "Mr. John Smith -- 123 Some St -- Some Town, WA 76895"
