I'm wondering how to apply a project theme to new pages that I add to the project. Can anyone point me in the right direction?

Empty pages cannot have a Theme assigned to them (unless you manually modify the HTML), but later when you create forms on the page you can assign a Theme as the last step in Builders. Or you can right-click on a form and select "Edit...".
Themes in CCS are form-specific, although if a Theme contains some page-specific style tags then those will be applied to the page as well.
