 CCs <Form> tags, and their awful placement

Little problem with cc's generated html. I am of course required to use menu/record type forms to simply display ANY database data w/o custom code, and this creates <form> tags. The problem is, CC puts them *outside* the table that holds the form. This creates ugly spaces above and below the form (specifics depend on browser). What it should do is place the form tags inside the table, before the tr, to get rid of this space. Don't recall if this is "valid" html, but it is the method I have always used, as did every one at every web shop I have worked at. Either do this, or give us menu type forms that pull from the DB.
VERY frustrating. I noticed this the first time I used CC, and it has bothered me ever since. I can't imagine how this one was missed in testing! It's a bit like the Pontiac Aztek, where it seems they never showed that car to an acutal human before releasting it.

I suppose that the space before and after forms on the page isn't related to <table> and <form> tags location as you say. But, CC generates additional html comments for form's header and footer, like:
<!--BeginFormBugsHeader-->

<!--EndFormBugsHeader-->
and
<!--BeginFormBugsFooter-->

<!--EndFormBugsFooter-->
these comments include space that you see on the page.
