I have revised filesizelimit parameter but I have put in 5000000 an the result is the same.....

Is there any error ?

PHP.INI contains the master settings for the entire server.
Many people here have the applications hosted on shared servers and so do
not have access to the PHP.INI file. The .HTACCESS file will allow you to
overide many of the PHP.INI settings but only for your particular site.

Different file - same result.

By calling php function ini_set() most of the settings in php.ini can be overwritten for the current session.
