Normally I do this by set function of javascript, but I can not find =
this feature for input text properties on CCS.

There is no property for this, but you can (as you hinted) implement =
this as javascript (client side) or as php script (serverside). The =
most likely place to add code is in the client onclick event, followed =
by the server Validate event. If you do it on the server side, you can =
be sure to get the text uppercased. If you try to do it on the client, =
they might have javascript disabled. If you do it on the client side, =
of course the user will see the text in uppercase before it's sent back =
to the server.
